The infrastructure works, arena, convention centre, exhibition area, piazza and multi storey car park are funded by English Partnerships, the Merseyside Objective 1 Programme, Northwest Regional Development Agency and Liverpool City Council. Contributions from these sources total £145 million. The hotel and residential developments are privately funded. On completion it is estimated that £400 million of private funding will have been invested in the scheme.

The business plan projects over 200 events a year when the Arena and Convention Centre complex are fully operational.
There will be 1,600 car spaces in the multi storey car park available to visitors. Over 2,000 separate, additional car spaces will be provided below ground for the private use of residents in the new apartments.
A Traffic Impact Assessment (TIA) was prepared in support of the planning application in consultation with Merseytravel and Merseyside Police, and approved by the City Council. In addition to providing for access by private car, the TIA envisages the use of all forms of public transport, including underground and mainline stations, ferries, coach, buses and tram. It also includes arrangements for improved pedestrian movement across the Strand from the City Centre, and introduces improved traffic management and signposting to manage the overall volume and movement of traffic.
The Arena and Convention Centre will be open for Capital of Culture celebrations in 2008. The hotel and multi storey car park will also be completed by this time.
Yes. Planning permission for the Kings development requires a minimum of 1200 spaces to be provided 'on-site' during the construction phase.
Members of the public will have full access to all of the roads, footpaths, parks and areas of open space within the site. There will of course be private areas within the curtilage of individual developments.
Parks and gardens will be provided throughout the scheme - around 25% of the total site area is a devoted to open space. The largest public space is the piazza adjoining the arena and conference centre where outdoor events can be accommodated. There are other important gardens along the waterfront and the main spine roads through the site. All public areas will be subject to a care and maintenance regime to ensure high standards are maintained.
Yes. Particular attention has been given to the layout to ensure that visitors are able to enjoy uninterrupted walks along the promenade. The development of parks and gardens in the vicinity of the waterfront and the introduction of bars and cafes will add to the experience.
The plan is for development to proceed on a phased basis, with the current estimate for completion around 10 years from commencement in June 2005. Much will depend on market conditions, particularly for the later residential phases. Outside the construction of the arena, convention centre, car park and piazza which are already on site, the masterplan indicates eight further phases of development based on individual land 'parcels'. Phase 1A is the 'affordable' housing around the multi-storey car park, and Phase 1 the McLean development at the south west corner of the site. Later phases include commercial development opportunities at the Queens Wharf entrance to the site, and residential uses adjoining Wapping Dock.
